Relating to firearms; requiring the commissioner of public safety to establish a computerized central reporting system and maintain a database of firearm registrations and transfers, requiring adoption of certain rules and specifying an information availability requirement; prohibiting persons convicted of violent crimes from possessing firearms for life; providing for regulation of the transfer of all firearms under the gun control act; requiring persons owning or possessing firearms to obtain a license issued by the commissioner, specifying application, background check and firearms safety certificate requirements, a time limit for the commissioner to grant or deny licenses and license content requirements and validity period; requiring return of licenses to the commissioner upon firearms possession ineligibility, court notice requirement; specifying license carrying requirements and authorized places of pistol possession, requiring a permit to carry in other locations; requiring the commissioner to maintain a statewide computerized record system containing identifying information on and the license numbers of persons granted a license, information availability requirement; prescribing penalties for violation of the requirements; classifying license data; specifying requirements for the licensing of persons owning or possessing firearms before a certain date; authorizing and providing for the commissioner to issue temporary licenses to nonresident aliens to own or possess rifles or shotguns for hunting purposes; regulating the transfer of firearms, specifying license, reporting and temporary registration card requirements, prescribing penalties for violations; imposing a criminal penalty for the purchase or transfer of more than one firearm within a certain period of time, exceptions, providing for purchase or transfer under certain lost or stolen firearms conditions; prohibiting gun trafficking; requiring the reporting of lost or stolen firearms to local police agencies, imposing a criminal penalty for failure to comply, requiring chief of police and sheriff reports of lost or stolen firearms to the commissioner, providing a rebuttable presumption of transfer under certain failure to report conditions; requiring a license to apply for a permit to carry, requiring permit applications to contain the number and issuance date of the license and requiring background investigations under certain conditions; specifying certain standardized forms adoption requirements of the commissioner; requiring the registration of firearms with the commissioner by a certain date, prohibiting a fee, classifying data; repealing certain current provisions regulating the possession and transfer of firearms (ra)
