Relating to health; modifying the wage payment requirement for hospital or clinic employment of secondary and post-secondary summer health care interns; authorizing the use of rural hospital planning and transition grants to cover expenses associated with addressing the health care work force shortage; extending the expiration date of the rural hospital capital improvement grant program; requiring the commissioner of health to establish loan forgiveness programs for health care technicians and nurses agreeing to practice in rural hospitals, creating a rural health care technician education account and a rural hospital nurse loan forgiveness account in the general fund for programs funding purposes, specifying programs eligibility requirements and loans forgiveness conditions, imposing a penalty for nonfulfillment of the service commitment and providing for waiver of the obligations under certain conditions; eliminating the expiration date for medical assistance (MA) coverage of telemedicine consultations; appropriating money to the commissioner for the summer health care intern, rural hospital planning and transition, capital improvement and financial assistance grant and health care technician and nurse loan forgiveness programs (mk)
