E Relating to telecommunications ARTICLE 1 TELECOMMUNICATIONS PRIVACY"Telecommunications Consumer Privacy Act"; providing for the privacy of telecommunications customer information; imposing a duty of confidentiality on telecommunications service providers, regulating disclosure of customer information, requiring specific express prior consent, exceptions; classifying customer information obtained by government entities from telecommunications service providers; requiring and providing for notice to customers by telecommunications service providers of request for customer consent and specifying certain consent requirements, providing for enforcement by the attorney general; requiring the public utilities commission to require telecommunications service providers providing local telecommunications services to provide subscriber list information upon request for telephone directories publication purposes, defining subscriber list information; protecting the authority of the PUC to disclose information, restricting telecommunications service provider disclosure of information obtained under PUC authority ARTICLE 2 INTERNET CONSUMER PROTECTIONProhibiting false or misleading commercial electronic mail messages, providing for the award of damages for violation; authorizing interactive computer services to block the receipt or transmission of commercial electronic mail reasonably believed to be in violation of the prohibition; restricting the disclosure of personally identifiable information on consumers by interactive services providers, prohibiting the use of information obtained in violation of the restrictions as evidence and providing for the award of damages for violation (mk, ja)
