Expanding education programs in care and treatment facilities to children with disabilities; requiring care and treatment facility programs to conform to state and federal education laws; defining the placement of students in public or private facilities by other than the school district, authorizing placement in chemical dependency and other substance abuse or residential treatment centers, shelter care, correctional or detention facilities and mental health programs; specifying school district and department of corrections responsibility for providing regular or special education to students with or without disabilities and the time period for the start of education requirements; defining short and long term placements; specifying certain education program and records requirements, individual education program plan and meeting requirements for students with disabilities and personal education plan, screening and evaluation requirements for students without disabilities; requiring exit reports for students leaving the facilities; specifying certain required minimum educational services; providing for certain integrated services; requiring districts to develop alternative procedures for implementing certain legal requirements before identifying students placed for care and treatment as learning disabled or in need of emotional or behavioral treatment and districts and facilities to cooperatively develop procedures to be used in emergency situations; providing for reimbursement for education services; entitling students unable to attend school and not placed in care and treatment facilities to education services provided through the district of residence; appropriating money to the commissioner of children, families and learning for development and implementation of a statewide educational program approval process for care and treatment facilities and for a state system for implementing the maltreatment of minors act; repealing a certain rule providing for education programs for students placed in care and treatment facilities (ja)
