E Changing the 911 emergency telephone system to the 911 emergency telecommunications system to be operated and maintained by counties and modifying the corresponding statutory provisions accordingly; requiring use of the digits 911 as the primary emergency telephone number within the system, authorizing public safety agencies to maintain separate secondary backup numbers for emergency calls and requiring the maintenance of separate numbers for nonemergency telephone calls; requiring owners and operators of wireline, wireless, multistation or private branch exchange (PBX) telecommunications systems to design and maintain the systems for dialing the 911 number without charge to the caller and requiring the ability to dial the 911 number without charge from pay phones; requiring the state with counties or other governmental agencies operating public safety answering points to contract with appropriate wireline and wireless telecommunications service providers for the operation, maintenance, enhancement and expansion of the 911 system, specifying certain contract content requirements; defining wireline and wireless telecommunications service providers and modifying certain other definitions; providing for operation and maintenance of the systems, requiring the opportunity for future enhancement and automatic connection of 911 emergency calls from wireless access devices to the appropriate public safety answering point, specifying certain update and service agreement requirements; requiring the department of administration to coordinate the maintenance of the 911 systems, specifying certain duties, providing for local or provider waivers; transferring the responsibility for establishment and adoption of design standards for the metropolitan area 911 system from the metropolitan council to the 911 board; modifying the liability provision, providing certain exemptions for wireline and wireless telecommunications service providers; specifying certain wireless service provider subscriber initial and periodic notice requirements relating to 911 emergency calls; providing for the resolution of disputes; requiring commissioner payment of installation and recurring charges for integrating wireless 911 calls into enhanced 911 systems under certain conditions and modifying certain costs reimbursement or payment provisions, specifying certain costs certification requirements and providing for audits; specifying certain provider tariff or price list change notice requirements; eliminating certain obsolete provisions and repealing certain provisions providing for modification costs, department annual reports and liability immunity and certain rules relating to county 911 service plans, contracts, funding eligibility and modification costs payment (ja)
