E Modifying certain provisions regulating the treatment of animals; providing for the disposition of animals seized after certain alleged violations; imposing criminal and civil liability on owners of dogs, killing or harming service animals without provocation; modifying certain provisions regulating dangerous dogs, expanding the provisions to destructive dogs; defining or redefining certain terms; providing for the designation of dangerous, destructive, potentially dangerous or potentially destructive dogs by animal control authorities, providing for certain exemptions and for owner appeal of the designation; modifying certain requirements for registration of dangerous or destructive dogs, imposing an annual fee; increasing the surety bond or liability insurance requirement for registration of dangerous dogs; authorizing owners of dogs designated as dangerous or destructive to request animal control authority review of the designation, requiring evidence of a behavior change; specifying certain microchip identification requirements; requiring annual renewal of dangerous or destructive dog registrations and owner notice to animal control authorities of death or transfer to a new jurisdiction of the dogs; authorizing animal control authorities to require sterilization at owner expense; requiring owner notice to rental property owners of dangerous or destructive dog ownership; authorizing additional local regulations, prohibiting regulation according to breed; modifying certain seizure requirements and reducing the time limit for reclaiming seized dogs; expanding the penalty provision; repealing certain existing requirements for the registration of dangerous dogs and a certain provision providing for seizure and destruction of dogs for conviction of subsequent violations (ra, ja)
