Establishing the legislative commission on the metropolitan airports commission to oversee MAC operating and capital budgets and work and capital improvement programs; specifying membership requirements and powers and duties; requiring legislative commission recommendations to MAC and the legislature on the work and role of MAC in fulfilling certain purposes, building international competitiveness and ensuring the quality of facilities and on implementation of proposed budgets and programs; requiring the legislative commission to monitor appointments to MAC and make recommendations to the governor on appointments; requiring MAC to biennially prepare proposed operating and capital budgets and work and capital improvement programs for review by the legislative commission, prohibiting MAC adoption of budgets or programs without authorization by law (je)
