Relating to transportation; establishing a local road improvement program under the administration of the commissioner of transportation (DOT) to address deteriorating rural roadways and increased traffic congestion in growing regional and metropolitan areas; establishing the local road improvement fund and providing an annual appropriation to the commissioner for proportional allocation to area transportation partnerships in department transportation districts based on state aid allocations to counties and cities within each district; requiring and providing for area transportation partnership grants to county, city or town road authorities for certain categories of construction, reconstruction, rehabilitation or repair projects on local roads, streets, highways and bridges, specifying certain grant priority requirements; providing for local road authority applications to the commissioner for grants from the local road improvement fund for a certain percentage of authorized project costs, specifying certain application requirements; proposing an amendment to the Minnesota constitution, article XIV to require the deposit of proceeds from the sales tax on motor vehicles in the highway user tax distribution fund; appropriating money to the commissioner for greater Minnesota transit assistance (je)
