Authorizing and providing for the commissioner of administration to use a design build method of project development and construction for state buildings and to award design build contracts through a design based selection process without competitive bids, authorizing the board of regents of the university of Minnesota and the board of trustees of the Minnesota state colleges and universities (MnSCU) to exercise the same powers for university of Minnesota or state college or university projects respectively; providing for design build projects under the state procurement process; requiring projects within the capitol area to conform to the comprehensive use plan of the capitol area architectural and planning board (CAAPB); requiring commissioner determination of the best interest of the state in entering into the contracts, specifying certain criteria for consideration in making the determination; requiring the commissioner to adopt exempt rules establishing procedures for the solicitation and award of the contracts; specifying certain design builder licensing or registration requirements; providing for the solicitation, evaluation and acceptance of proposals, requiring and providing for the appointment of selection teams (ra)
