Authorizing and providing for school districts to implement the high school graduation rule profile of learning or to offer an alternative plan to improve educational instruction and curriculum; requiring school districts not implementing the profile to develop a process to evaluate the impact of instruction and curriculum on student ability to meet applicable state testing and local graduation requirements; modifying certain requirements of the profile of learning relating to measurement of student performance and certain statewide testing requirements, requiring school districts to annually administer a uniform testing program to determine student academic achievement at certain grade levels; requiring the department of children, families and learning at school district request to assist the district and school sites in developing a plan to improve student achievement, requiring the consideration of parental input and advice in plan development; providing state testing revenue to school districts; increasing the general education basic revenue formula allowance; requiring the commissioner of children, families and learning to amend certain rules to make the profile of learning requirements permissive; appropriating money to the department, earmarking certain amounts for the board of teaching and for local testing revenue (mk)
