Authorizing and providing for the establishment of an emergency medical services special taxing district within the Cromwell fire and ambulance services ambulance primary service area in Carlton and Aitkin counties by resolution of the local government units and unorganized territories within the area; providing for governance by a board composed of representatives of participants; specifying the property tax levy authority of the board and bonding authority of the district; specifying the authorized uses of levy proceeds; requiring the board to create an advisory committee for advice on issues involving emergency medical services and EMS communications; specifying certain general powers of the district; providing for government unit additions to and withdrawals from and specifying certain requirements for dissolution of the district(ra)
