Appropriating money to the department of economic security for opportunities industrialization center programs and providing for allocation of the increase; providing grants to the Summit academy, east metro and American Indian opportunities industrialization centers, to the opportunities industrialization center state council, Minneapolis and St. Paul, for job specific English as a second language (ESL) training, customized job specific recruitment and training for Southeast Asian, Somali, East African and Hispanic Latino clients, to the Northwest Indian opportunities industrialization center in Bemidji for prevocational job seeking and job finding skills and a vocational computer training program and to establish a new comprehensive opportunities industrialization center in St. Cloud; providing base opportunities industrialization center operating funds for the Summit academy, American Indian, east metro, Northwest Indian and Mille Lacs Anishinabe opportunities industrialization centers, for the state council and for grants to provide comprehensive opportunities industrialization center employment training, remedial education, special community improvement programs, customized skill training and placement to economically disadvantaged youth, adults and welfare recipients (mk)
