1.1 A bill for an act 1.2 relating to traffic regulations; providing that 1.3 certain windshield violations are not primary 1.4 offenses; amending Minnesota Statutes 2000, section 1.5 169.71, subdivision 1. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Minnesota Statutes 2000, section 169.71, 1.8 subdivision 1, is amended to read: 1.9 Subdivision 1. [PROHIBITIONS GENERALLY.] (a) No person 1.10 shall drive or operate any motor vehicle with a windshield 1.11 cracked or discolored to an extent to limit or obstruct proper 1.12 vision, or, except for law enforcement vehicles, with any 1.13 objects suspended between the driver and the windshield, other 1.14 than sun visors and rear vision mirrors, or with any sign, 1.15 poster, or other nontransparent material upon the front 1.16 windshield, sidewings, side or rear windows of such vehicle, 1.17 other than a certificate or other paper required to be so 1.18 displayed by law, or authorized by the state director of the 1.19 division of emergency management, or the commissioner of public 1.20 safety. 1.21 (b) A peace officer may not issue a citation for a 1.22 violation of paragraph (a) unless the officer lawfully stopped 1.23 or detained the driver of the motor vehicle for a moving 1.24 violation other than a violation involving motor vehicle 1.25 equipment. 2.1 Sec. 2. [EFFECTIVE DATE.] 2.2 Section 1 is effective August 1, 2001, and applies to 2.3 offenses committed on or after that date.
