1.1 A bill for an act 1.2 relating to appropriations; appropriating money for a 1.3 study of karst region feedlots. 1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [APPROPRIATION.] 1.6 $400,000 is appropriated from the general fund to the 1.7 commissioner of agriculture for the Minnesota geological survey 1.8 to conduct a subsurface investigation of a site or sites in the 1.9 karst region of southeast Minnesota, analyze resulting 1.10 information, and prepare a report to: 1.11 (1) determine the feasibility, appropriate methodology, 1.12 costs, benefits, and potential environmental impacts of 1.13 livestock manure handling, storage, and land application on 1.14 surface water and groundwater in the karst region; and 1.15 (2) provide site-specific information on subsurface geology 1.16 that may be used on a generic basis for the siting and 1.17 environmental review of livestock manure handling, storage, and 1.18 land application in the karst region. 1.19 The investigation must give priority to areas that have the 1.20 greatest potential for selection as a possible livestock 1.21 facility, with the highest priority given to proposed livestock 1.22 facility sites of regional significance where an environmental 1.23 impact statement is being prepared or will be prepared as part 1.24 of a court order.
