Relating to transportation; appropriating money to the commissioner of transportation (DOT) for state road construction to be allocated to state construction districts using the target allocation formula, for local bridge replacement and rehabilitation, for transfer to the local road improvement fund and the county turnback account and for port development assistance grants, to the metropolitan council for construction of bus garages and transit ways, for purchases of buses and capital facilities and for fare increase replacement and to the commissioner of finance for transfer to the transportation revolving fund; specifying certain commissioner of transportation project cancellation or delay and status reporting requirements; creating a local road improvement fund, requiring the commissioner to appoint a local road improvement advisory committee for consultation on criteria for expenditures and allocations from the fund, specifying certain membership representation requirements; establishing the trunk highway corridor, local road development, small cities and noise wall accounts in the fund; requiring money in the trunk highway corridor account to be used for grants to cities, towns and counties for the local share of projects involving the reconstruction or improvement of trunk highways, money in the local road development account for grants to cities and counties for the costs of constructing or reconstructing local roads in the municipal or county state aid systems, money in the small cities account for grants to certain small cities for costs relating to maintenance and construction of local road systems and money in the noise wall account for grants to cities, towns and counties for the cost of constructing noise walls along trunk highways (je)
