E Authorizing and providing for the issuance of special motor vehicle license plates (choose life) supporting and promoting adoption activities and programs, specifying certain fee and contribution requirements, authorizing an additional contribution, contributions to be nonrefundable; requiring the registrar of motor vehicles to approve the design of the plates, instructions; authorizing transfer of the plates to another vehicle, fee; requiring the crediting of fees to the highway user tax distribution fund; creating the adoption support account in the general fund for deposit of the contributions, providing an annual appropriation from the account to counties in proportion to the number of choose life plates issued, requiring distribution to nongovernmental nonprofit agencies limiting services to pregnant women committed to placing children for adoption, prohibiting distribution to agencies involved in or associated with abortion activities or to agencies charging women for services received; specifying certain agency funds use requirements and restrictions and certain audit requirements; requiring the registrar to maintain a record of the number of license plates issued in each county for funds distribution purposes(ra, ja)
