  1.1                          A bill for an act 
  1.2             relating to the city of Wayzata; authorizing the 
  1.3             housing and redevelopment authority in and for the 
  1.4             city of Wayzata to use tax increments to pay costs of 
  1.5             a library. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [WAYZATA HOUSING AND REDEVELOPMENT AUTHORITY; 
  1.8   USE OF TAX INCREMENTS FOR CONSTRUCTION OF A PUBLIC LIBRARY.] 
  1.9      The contract dated December 7, 1999, entered into by the 
  1.10  city of Wayzata with respect to the construction of a public 
  1.11  library and any other contracts entered into by the city of 
  1.12  Wayzata for the acquisition and construction of a public 
  1.13  library, constitute binding contracts within the meaning of 
  1.14  clause (2) of the second paragraph of Laws 1999, chapter 243, 
  1.15  article 10, section 29.  Notwithstanding any other law to the 
  1.16  contrary, the housing and redevelopment authority in and for the 
  1.17  city of Wayzata may use tax increments from redevelopment tax 
  1.18  increment financing district No. 2 established by the housing 
  1.19  and redevelopment authority in and for the city of Wayzata in 
  1.20  1986 for the acquisition and construction of a public library. 
  1.21     [EFFECTIVE DATE.] This section is effective the day after 
  1.22  approval by the governing body of the city of Wayzata and 
  1.23  compliance with Minnesota Statutes, section 645.021, subdivision 
  1.24  3.
