Requiring the commissioner of human services to establish a long term care facility employee health coverage account in the general fund to fund a subsidized health coverage program for employees of long term care facilities, requiring the commissioner to deposit a certain amount of money for each hour worked during the previous month by individuals employed by nursing facilities or intermediate care facilities for persons with mental retardation or related conditions (ICF MR) reimbursed under medical assistance (MA); requiring the commissioner to convene a task force to develop the program, specifying certain membership representation requirements; requiring the task force to develop a plan to provide affordable and comprehensive individual and family health coverage for long term care facility employees and to study the feasibility of extending the program to community based long term care workers and report to the legislature by a certain date; providing an effective date and repealer contingent on certain legislative action (mk)
