Authorizing and providing for the cities of St. Cloud, Sartell, Sauk Rapids, Waite Park, St. Joseph and St. Augusta to by ordinance impose local sales and use taxes and to issue bonds to pay for main runway improvements at the St. Cloud regional airport and remodeling, expansion and construction of the St. Cloud Great River regional library, requiring revenues from the tax imposed by the city of Waite Park to be used to pay the cost of collecting and administering the tax and to fund the airport improvements and the Waite Park branch of the library; requiring voter approval of the sales taxes; authorizing the return of excess revenues collected to the cities for certain regional projects, specifying certain optional and required uses and requiring determination of the distribution of surplus revenues by a joint powers agreement; requiring separate referenda for project approval in Sauk Rapids, Waite Park, St. Joseph and St. Augusta; providing for termination of taxes (ra)
