Relating to elections; adopting an instant runoff voting system to require candidates to win by majority vote and to allow voters to vote secondary and other preferences in certain cases; prescribing a procedure for the counting of ballots; specifying voting conditions and limits relating to exhausted ballots, skipped rankings, tie votes, maximum choices, write-in and insufficient votes and votes for eliminated candidates; specifying the offices and elections covered, abolishing primaries for nonpartisan offices; authorizing home rule charter cities electing officers with party designation to use instant runoff voting under certain conditions; specifying certain ballot requirements and certain requirements for directions to voters; granting election officials certain authority to change voting devices and counting methods; requiring the secretary of state to determine the cost of providing certain uniform electronic voting systems statewide and specifying certain purchase requirements, requiring a report to the legislature by a certain date under certain conditions; requiring candidates for nonpartisan office to be nominated by filing an affidavit of candidacy, repealing certain provisions providing for nomination by nominating petition and certain nonpartisan and municipal and school district primary provisions (mk)
