E Establishing a temporary school employee insurance plan study and design committee to collect and analyze information from health plans currently providing health coverage to eligible employers and employees of eligible employers, defining eligible employer and employee and specifying certain information inclusion and study requirements, requiring the consideration of health insurance pools and the inclusion of nonpublic schools in the pools; specifying certain plan design, content and recommendation requirements and certain information collection and analysis and plan design completion deadlines, requiring interim and final reports to the legislature; authorizing certain service contracts; requiring assistance to the committee from the commissioner of commerce in consultation with the commissioner of employee relations (DOER) and exempting the committee from the consultant contract moratorium and the hiring freeze; authorizing high school raffles conducted by school districts or nonprofit organizations to support school programs under certain conditions; appropriating money to the commissioner of commerce for the committee (ja) (Ch. 378, 2002 (veto overridden)
