E Authorizing local government units to enter into agreements to establish major financial crimes investigation units to investigate consumer identity theft cases and financial crimes reported from individual and business victims, specifying certain financial crimes focus requirements and requiring the targeting of criminals committing multiple cross jurisdictional financial crimes, employing computers and other sophisticated technology to counterfeit documents or commit fraud or illegally obtaining consumer information for identity theft; specifying the role of participating local government units, requiring oversight and specifying certain agreement content requirements; requiring the local units to select a commander to direct the investigation unit; specifying authorized investigation unit membership, requiring law enforcement officers selected to join the investigation unit to be licensed; specifying the jurisdiction of law enforcement officer members; requiring the units to cooperate and collaborate with existing prosecutorial offices and law enforcement agencies; authorizing local units to seek grants for reimbursement for prosecutor time and resources dedicated to the units; requiring the commissioner of public safety to select a representative from the office of the drug policy and violence prevention to monitor the activities of the investigation units, requiring the commissioner to allocate grants to compensate local government units for the resources allocated to the investigation units and report annually to the commissioner; subjecting property seized by the investigation units to forfeiture under certain conditions; requiring annual commander reports to the monitor, monitor reports to the commissioner and monitor, commander and commissioner reports to the legislature on investigation unit activities and use of grants; sunset; appropriating money to the commissioner for grants to reimburse local government units for costs incurred in participating in financial crimes investigation units (je, ja)
