Establishing high performance school facilities pilot projects in independent school districts 728, Elk River and 535, Rochester to define and demonstrate the effectiveness of high performance schools as a solution to the need for simpler school buildings with lower life cycle costs and to promote overall improvement in school building quality, requiring the first phase of the project to define the planning, design and process changes required to achieve high performing schools and the second phase to provide for implementation of the improvements; authorizing independent school district 728, Elk River to design and build a new school facility and independent school district 535, Rochester to remodel an existing school facility based on high performance design principles, specifying certain pilot project requirements; requiring work in partnership with the department of children families and learning serving as the overall project coordinator, requiring a department report to the legislature by a certain date; requiring the school districts to submit an integrated facility plan to the department for approval before beginning the projects, specifying certain plan requirements; appropriating money to the commissioner of children, families and learning for the pilot projects (je)
