Creating a major transportation project fund and providing an annual appropriation of money in the fund to the commissioner of transportation (DOT) for major highway projects and for the operation of buses and construction of bus transit ways; modifying the allocation of motor vehicle sales tax proceeds to the highway user tax distribution fund, eliminating the allocation to the general fund and allocating a certain percentage to the major transportation project fund; proposing an amendment to the Minnesota constitution, article XIV to require a certain percentage of the revenue from the sales tax on motor vehicles to be deposited in the major transportation project fund for highway and bus transit purposes(mk)
