SF 1673 Senate Long Description

Relating to human services; eliminating a certain restriction on the eligibility of legal noncitizens for the food assistance program under general assistance (GA); requiring the commissioner of human services to treat Minnesota family investment program financial assistance expenditures made to or on behalf of certain resident minor children under the federal temporary assistance for needy families (TANF) block grant program as a separately funded state program and to report the expenditures to the federal department of health and human services as separate state program expenditures; authorizing the use of state funds for legal noncitizens receiving MFIP and ineligible for federal funding; eliminating the requirement for the earned income disregard percentage to be the same as a certain previously implemented percentage for MFIP exit level determination purposes; modifying certain MFIP protective and vendor payment requirements; applying the 60 month limit to minor caregivers; expanding the provision excluding cash assistance received by victims of family violence from the 60 month limit; providing for hardship extensions to and special exemptions from the 60 month limit, specifying eligibility; requiring job counselor review of employment services plans for appropriateness within a certain number of days of the end of the 60 month period, specifying certain requirements of counties before closing the case; requiring periodic review of extended cases, requiring compliance with certain job search or employment requirements to remain eligible for the extensions, requiring case closure for noncompliance, exception; modifying certain sanctions for noncompliance with program requirements and the vendor payment continuation requirement; providing emergency assistance to certain families no longer eligible for MFIP due to the month limit; requiring counties to provide employment and training services upon request from certain low income caregivers no longer eligible for MFIP; modifying the conditions for job counselor approval of education or training plans and postponement of job search requirements; modifying the length of program requirement for post-secondary education or training programs to be approved as work activity; modifying the allocation of the county employment and training services block grant; expanding local intervention self sufficiency grants eligibility to certain low income caregivers no longer eligible for MFIP; repealing the transitional rule for sanctions and the repayment requirements for employment and training assistance for work activity approval purposes (mk)
