E Relating to housing; redefining building standards for statutory warranty purposes as the state building code and clarifying certain vendor warranty statement requirements; expanding the municipal planning policy to providing for an adequate supply of affordable housing, defining affordable housing; modifying the governing body voting requirement for adoption or amendment of zoning ordinances, applying the former vote requirement to the adoption or amendment of portions of zoning ordinances changing the existing classification of a zoning district from residential to either commercial or industrial; requiring the construction codes advisory council to establish a technical advisory group to study and make recommendations on model development and redevelopment ordinances for adoption by local jurisdictions to simplify and reduce the cost of development and redevelopment, specifying advisory group membership requirements and options, requiring the housing finance agency (HFA), the metropolitan council and the strategic and long range planning office to provide administrative support to the advisory group and requiring group findings and recommendations to the governor and legislature by a certain date, sunset; repealing the zoning ordinance amendment adoption procedure for first class cities (ra, ja)
