Creating a voluntary paid parental leave program; requiring the commissioner of economic security to reimburse employers providing qualified paid parental leaves of absence to employees for birth or adoption of a child, specifying certain reimbursement limits and leave and employee payment requirements; requiring commissioner inflation adjustments; requiring commissioner notice to employers of the program and a report to the legislature by a certain date on the number of employers requesting the reimbursement and including an estimate of the number of employees using the program (je)
