E Requiring the commissioner of human services to treat Minnesota family investment program financial assistance expenditures made to or on behalf of certain resident minor children under the federal temporary assistance for needy families (TANF) block grant program as a separately funded state program and to report the expenditures to the federal department of health and human services as separate state program expenditures; modifying MFIP sanctions for participants failing to comply with program requirements, prohibiting sanctioning of the food portion of the MFIP grant; requiring the request for report to be referred to the legislative audit commission (LAC) for consideration, requiring the legislative auditor with input from previous and current MFIP participants to investigate imposed inconsistent or illegal sanctions for fair imposition recommendations purposes (ra, ja)
