E Transferring certain fire protection industry licensing and enforcement requirements from the commissioner of public safety to the state fire marshal and clarifying the responsibility of the state fire marshal for fireworks operator certification; authorizing the division of fire marshal to support fire administration support teams and critical incident stress response activities upon request of the Minnesota fire services joint council; recreating the state fire marshal account in the general fund to help fund the division, providing for collection of the fire insurance tax for deposit into the account by the commissioner of revenue, imposing sanctions for late or insufficient payment of the tax; providing for the crediting of certain other fines, fees and penalties to the account and providing an annual appropriation from the account to the commissioner of public safety for the fire marshal division (ra, ja)
