Regulating the application of fertilizer containing the plant food phosphorus to turf and prohibiting use on impervious surfaces; requiring the commissioner of agriculture in consultation with the university of Minnesota extension service and certain others to produce consumer information for posting and distribution at fertilizer retail points of sale and to implement a training program on proper posting and distribution, requiring retailers to post the information after a certain date; modifying a certain factor causing adulteration of fertilizers relating to composition; authorizing the commissioner after a certain date to assess an administrative penalty under the agricultural chemical liability law for violation of the phosphorus fertilization application restrictions or the information posting requirements (ra)
