Modifying the size of the legislature after a certain date based on the number of congressional representatives; limiting successive service of legislative committee chairs and requiring proportional caucus and equal territorial representation in committee membership; limiting the total service of presiding officers and caucus leaders; establishing the governor's cabinet consisting of the secretaries of administration, commerce and trade, education, finance, health and human resources, natural resources, public safety and transportation to be appointed by the governor with the advice and consent of the senate, requiring confirmation before service; specifying certain duties of the secretaries and the agencies reporting to each secretary; requiring a task force to plan implementation, requiring a report to the governor and legislature and a report by the governor to the legislature relating to reorganization by a certain date, requiring implementation of reorganization by a certain later date; proposing an amendment to the Minnesota constitution, article IV, section 4 to provide for increased and staggered terms for members of the legislature (mk)
