E Requiring the commissioner of human services in consultation with the commissioners of corrections and children, families and learning to develop recommendations relating to the development of a continuum of local community based services for high risk youth currently placed or approved for placement in residential treatment facilities and exhibiting a combination of intellectual limitations, mental health concerns and violent behaviors, requiring the commissioner to include family and KIDS task force members and representatives of advocacy organizations, counties and service providers in developing the recommendations and to review and address the reports and findings of the KIDS task force; requiring a commissioner report to the legislature by a certain date(ra, ja)
