Requiring the health technology advisory committee in consultation with the commissioners of health, commerce, human services and employee relations (DOER) to establish and administer a process for the review, assessment and analysis of mandated health benefit proposals for use by the legislature, specifying certain assessment content and advisory committee summary requirements; providing for legislative requests for assessment by the committee, requiring consultation with the commissioners in conducting the assessments and specifying a time limit for reporting results to the legislature, requiring the solicitation of public comments and recommendations; authorizing the advisory committee to appoint an ad hoc advisory panel to assist in completing mandate reviews(mk)
