E Requiring the commissioner of transportation (DOT) to advance the schedule for I-494 construction of interchanges, bridges, access modifications and an additional travel lane in each direction between I-394 and 34th avenue; authorizing the commissioner to use a design build method of project development and construction for the I-494 project and to award a contract on the basis of requests for proposals or request for qualifications without bids; requiring the commissioner to temporarily suspend work on the I-35W trunk highway 62 crosstown closure and improvement project and to approve a design and construction staging plan for the project to add capacity in excess of the current design and to minimize the length of highway closure time; requiring the commissioner to resume work on the project after completion of the construction on I-494 and to redirect available funds from the I-35W crosstown project to the I-494 project; appropriating money to the commissioner and authorizing the issuance of state bonds for the projects(mk, ja)
