E Modifying certain provisions relating to the classification and replacement of wetlands; expanding board of water and soil resources permanent easements acquisition authority to certain additional types of wetlands, public waters wetlands and public waters and authorizing the board to fund related capital improvement projects to preserve or restore wetlands; providing for conservation easement payments for wetlands, public waters wetlands or public waters connected to public or private drainage systems; granting watershed management organizations with approved watershed management plans the authority to receive and act on wetlands applications; requiring the board and the commissioner of natural resources (DNR) to assess the requirements for assumption of the federal section 404 permit program and administration of portions of the swampbuster provisions of the federal farm program and evaluate other options to reduce regulatory duplication and to more efficiently utilize federal, state and local expertise toward achieving certain goals; expanding the conditions for commissioner reclassification of public waters wetlands; authorizing the commissioner in conjunction with the board to adopt rules relating to the designation of calcareous fens and the development and approval of calcareous fen management plans, authorizing the commissioner to add calcareous fens to the public waters inventory map; extending the time limit for appeal of replacement plans or certain determinations or decisions and modifying the time limit for appeal decisions; modifying the provision regulating replacement credits; authorizing the recording or filing in the office of the county recorder or registrar of titles of restoration or replacement orders by the commissioner or conservation or peace officers as deed restrictions on the property until compliance with or rescission of restoration or replacement orders; authorizing commissioner waiver of public waters work permit requirements in wetland areas of public waters (ja)
