E Relating to transportation; authorizing road authorities by agreement to advance funds to the commissioner of transportation (DOT) to expedite development of interregional transportation corridors; requiring and providing for commissioner repayment of the advanced amount under terms of the agreement, authorizing the agreement to provide for payment of interest on the amounts, specifying a maximum interest rate and total payment amount; making optional the requirement for the commissioner to construct a public safety radio communications system, requiring the commissioner to annually publish a list of state owned tower sites available to commercial wireless service providers and other tower owners for installation of equipment on a first come first served basis, prohibiting commissioner agreements granting exclusive use of towers; modifying the definition of borrower under the transportation revolving loan fund, eliminating references to the trunk highway, county state aid highway and municipal state aid street revolving loan accounts; modifying the purposes of the loan fund, authorizing use for maintenance and operation facilities; establishing a state funds general account in the fund for transportation projects eligible under state law, authorizing establishment of other accounts in the fund as necessary for management and administration; appropriating money in the fund to the public facilities authority in lieu of the commissioner; eliminating the authority to transfer money from the fund to certain other funds or accounts; expanding the authorized use of a certain prior appropriation to the commissioner for costs resulting from the termination of certain public safety radio communications system agreements (mk, ja)
