E Changing community based planning to comprehensive planning and modifying the goals, encouraging state agencies to be consistent with the goals in objectives, plans and programs; authorizing the office of strategic and long range planning to provide comprehensive planning assistance to local government units, defining comprehensive planning assistance, authorizing review of and comment on county, city and town comprehensive plans, prohibiting required changes or the withholding of assistance; modifying the definition of comprehensive plan and defining urban growth area under county planning provisions; granting county boards the authority to prepare and adopt the plans, requiring use of the plans as the basis for official controls; encouraging citizen participation and identification of urban growth areas; modifying certain notice and review and comment requirements and making optional certain plan update requirements; modifying the definition of comprehensive municipal plan and encouraging cities and towns to develop a planning process with broad citizen participation; requiring designation of urban growth areas outside the corporate limits of the city to involve the participation of the county and the affected township; modifying certain comprehensive municipal plan review and approval requirements, requiring county comment in lieu of approval; eliminating a certain prior repeal of the general planning goals; repealing certain provisions relating to planning authority and mandamus proceedings (ra, ja)
