Requiring the commissioner of human services to establish the direct support professional incentive program to improve the quality of services provided to persons with mental retardation and related conditions, specifying certain program requirements; requiring the commissioner to contract with a private management entity to administer the program and to establish an advisory committee to identify the administrative functions needed to determine eligibility, provide ongoing monitoring and recommend needed changes; requiring the commissioner to annually review the number of participants in the program and assess workforce outcomes and present recommendations to the legislature; specifying direct support professionals eligibility requirements and providing certain financial incentives (ra)
