E Relating to health ARTICLE 1 APPROPRIATIONSAppropriating money to the commissioner of health for reduction of certain health disparities, for grants to community health boards to develop and maintain a statewide immunization information service, for grants to support healthy youth development, for the community regional health workforce grant program, for poison control system grants, for suicide prevention and mental health promotion efforts, for the Minnesota center for health quality, for financial support to health care safety net providers and clinics, for grant programs to aid hospitals with excess charity care burdens and to provide for rural hospital capital improvements, for response to emerging health threats, for expansion of state laboratory capacity, for assistance to local officials responding to clandestine drug laboratories and minimizing health risks, for an increase in laboratory security and safety systems and for management and support services; providing for continued availability of TANF funds for the family home visiting and healthy youth development grant programs, for the WIC food supplement program and for treatment services to children with special health needs ARTICLE 2 HEALTH PROVISIONSExtending the expiration date of the health technology advisory committee; eliminating the requirement for the health data institute to operate the Minnesota center for health care electronic data interchange; extending the deadline for entering into the nuclear regulatory commission agreement for the radiation hazards protection program; requiring and providing for commissioner of health licensing of radioactive and source or special nuclear material, establishing fee categories and fees, requiring commissioner periodic safety inspections, providing for recovery of reinspection costs and for a licensing reciprocity fee and requiring fees for license amendments; extending the expiration of the rural hospital capital improvement grant program; providing for additional participants in the rural physicians and nursing home nurses loan forgiveness programs and establishing the rural pharmacists, dentists, rural mental health professionals and rural health care technicians loan forgiveness programs; providing for commissioner community or regional health workforce grants and technical assistance; reducing the vital records surcharge; providing for hospital uncompensated care aid to help offset excess charity care burdens at acute care short term hospitals playing a disproportionate role in servicing the uninsured and low income populations; requiring the maternal and child health advisory task force to review measures used to define the variables of the federal maternal and child health block grant funding formula and make recommendations to the commissioner for changes; providing for allocation of certain remaining block grant money to community health boards and eliminating certain restrictions on use of the money for certain other programs; requiring and providing for the commissioner to establish a grant program to support healthy youth development, providing for development of a state community partnership plan, the establishment of measurable outcomes, for statewide assessments, for the development of grant allocation procedures and for the awarding of disparity, high risk community prevention, local public health, tribal government and statewide youth development grants, specifying certain commissioner coordination, evaluation and reporting requirements; providing for commissioner grants to community health clinics and for development and implementation of a comprehensive coordinated plan and grants to reduce or eliminate health disparities experienced by American Indians and communities of color; increasing certain food and beverage and lodging establishment fees and exempting home schools from the fees; repealing the allocation of maternal and child health block grant money to community health services areas and the bone marrow donor education program (je, ja)
