Providing for the protection of property rights from state agency actions; requiring the attorney general to establish by a certain date and update annually guidelines to assist state agencies in evaluating proposed governmental actions and in determining actions constituting a taking, requiring publication of the guidelines in the state register; requiring state agencies to follow the guidelines in adopting rules and to prepare written reports available for public inspection following the guidelines and certain additional requirements before initiating governmental actions, authorizing preparation after the action in certain emergency situations; specifying a time limit for prohibited or restricted use; providing for the determination of the value of the property in taking cases, authorizing the court to award reasonable attorney fees and expenses to owners of private property successfully establishing a taking; specifying the relationship of the provisions to other law and a certain exception relating to health and safety of the public (ra)
