E Relating to energy; expanding the definition of qualified hydroelectric facility, modifying the definition of qualified wind energy conversion facility and defining and including qualified on-farm biogas recovery facilities and anaerobic digester systems under the renewable energy production incentive program; providing for incentive payments to owners of qualified on-farm biogas recovery facilities and of publicly owned hydropower facilities in need of substantial refurbishment and repair; placing certain location restrictions on wind energy conversion facilities constructed within the same calendar year and owned by the same person for incentive payments eligibility purposes and providing certain cure rights; providing a property tax exemption for personal property used to generate electricity by generation or natural gas peaking facilities placed into service after a certain date; providing an individual income tax credit for a certain percentage of the amount spent for purchase and installation of eligible energy systems and a certain dollar amount spent for installed photovoltaic property capacity, limit, providing a carryover, defining eligible equipment and photovoltaic property; exempting from the sales tax certain energy efficient appliances and heating, cooling and energy generating equipment; requiring the commissioner of revenue to provide information to appliance retailers and the public on the sales tax exemption and on programs for recycling of used appliances; appropriating money to the commissioner of commerce for demonstration grants to local government units for the purchase and installation in public buildings of distributed electric energy generating equipment and requisite infrastructure using renewable sources or natural gas or fuel as clean or cleaner than natural gas, for establishment of an energy conservation revolving loan program to finance energy conservation capital improvements and for a grant to a public utility to pilot the burying of transmission lines located in close proximity to residences to evaluate the public health effect of burying the lines, requiring cooperation of the department of health and the staff of the public utilities commission (PUC) in evaluating the project (ra, ja)
