Modifying certain state and local government procurement policies and administrative practices to ensure sustainability; requiring the commissioner of administration to give preference to products with recycled content and recyclability; increasing the postconsumer content requirement for recycled paper purchased by public entities and prohibiting the purchase of paper with chlorine or certain wood fiber after certain dates; requiring the commissioner to perform energy audits of existing structures by a certain date, specifying certain audit requirements and requiring a report to the legislature by a certain date with recommendations for the application of energy saving technologies to existing buildings; requiring the commissioner in purchasing vehicles for the motor pool give preference to vehicles with the highest possible fuel efficiency at the lowest cost; requiring requests for bids to specify a preference for products with a high level of recyclable content or for refurbished products, requiring products purchased by state agencies to list the percentage of recycled content on accompanying documentation, specifying certain commissioner surcharge charging and price preference assignment requirements, requiring return to the vendor for recycling of computers and other electronic products, specifying certain requirements for requests for bids for grounds care and for the use of pesticides and fertilizers; transferring the responsibility for the appointment of the director of the office of environmental assistance from the commissioner of the pollution control agency to the governor; stating an environmental sustainability policy of the state, designating the office as the lead agency in coordinating and implementing efforts toward a sustainable environment, requiring cooperation of all departments and agencies; authorizing the office to award bonuses to state employees generating ideas or making exemplary progress toward sustainability; requiring an office compliance monitoring program and annual office reports to the legislature; requiring the commissioner in consultation with the office to by a certain date develop sustainability purchasing policies, targets and benchmarks for certain product areas; specifying certain local paper purchase requirements and restrictions and energy efficient vehicles purchase requirements under the uniform municipal contracting law; requiring the director of the office to establish a nonwood fiber paper plant loan guarantee program for construction of a paper plant to produce paper from crops other than trees, specifying certain loan guarantee and long term price and supply agreement negotiation requirements; appropriating money to the office to work with local government units on implementation of the sustainability requirements, for education, outreach and support for vendors qualifying for certain accreditation and for the loan guarantee program, to the university of Minnesota extension service to work with farmers on production of alternative crops used in the manufacture of paper and to the commissioner of administration for vendor certification, product exploration and research, monitoring of purchasing practices and energy audits (mk)
