E Relating to state government; eliminating the authority of the state auditor to establish a task force to promulgate a guide for legal compliance audits; extending the expiration date for advisory councils and committees; extending the authority of the capital area architectural and planning board (CAAPB) to appoint a plan review advisory committee; extending the expiration dates for the governors residence, construction codes solid waste management and prevention, reduction and recycling advisory councils, the feedlot and manure management, food safety and medical education and research advisory committees, the pesticide applicator education and examination review board, the advisory seed potato certification and public entity purchasing task forces and the public employees insurance program labor management committee; changing the name of the food safety advisory committee to the food safety task force; eliminating the authority of the commissioners of health and human services to jointly convene a public programs risk adjustment system advisory group; clarifying the statutory governance of the health technology advisory committee and the real estate appraiser advisory board; making permanent the environment and natural resources trust fund advisory committee and changing the governor chair appointment requirement to a members chair election requirement; eliminating the authority of the commissioner of children, families and learning to appoint an educational effectiveness and results oriented education program advisory task force; eliminating the permanency of the rural health advisory committee and making permanent the state community health and alcohol and drug counselors licensing advisory committees and the major transportation projects commission; eliminating the cancer surveillance advisory committee; extending the expiration date and increasing the membership of the Mississippi River parkway commission, providing for the addition of citizen members; eliminating the twin cities metropolitan area planning commission and transferring authority to the metropolitan council; extending the expiration dates for the workers compensation, code enforcement, apprenticeship and occupational safety and health advisory councils, the workers compensation medical services review board and the rehabilitation review panel; authorizing the health related licensing boards to establish a council of health boards to provide the legislature upon request with information on proposals relating to the regulation of health occupations and extending the expiration date for the health professionals services program advisory committee; requiring the commissioner of human services to appoint an American Indian mental health advisory council, specifying membership representation requirements; taking advisory out of the name of the rehabilitation council for the blind and eliminating the membership limit; increasing the number of assistants under the American Indian alcohol and drug abuse programs; extending the expiration dates for the council on disability and the traumatic brain injury program advisory committee; eliminating the requirement for the commissioner of human services to appoint a transitional housing review committee; providing for compensation for members of the juvenile justice advisory committee; changing the name of the rehabilitation advisory council to the rehabilitation council and requiring commissioner of economic security establishment of a statewide independent living council; making permanent the rehabilitation council for the blind, the juvenile justice advisory committee, the governor's workforce development council, local workforce councils, the rehabilitation council and the statewide independent living council, exception; requiring the chair of the legislative commission on Minnesota resources to organize a task force consisting of members of the LCMR executive committee and the trust fund advisory committee to explore options to better integrate the advisory committee in the process of making expenditures from the environment and natural resources trust fund and report recommendations to the LCMR by a certain date; requiring legislative committees to conduct hearings on advisory committees and make recommendations on continuation to the legislature by a certain date; specifying certain deletion and insertion instructions to the revisor of statutes; repealing a certain provision providing for a later expiration date for certain advisory councils, committees and boards, the aquaculture program and agricultural marketing and bargaining advisory committees, the Minnesota dairy producers and agricultural land preservation and conservation awareness program citizen advisory boards, the credit union and continuing insurance education advisory task forces, the mineral coordinating and game and fish fund citizens oversight committees, the state multicultural education, summer scholarships for academic enrichment and Minnesota library for the blind and physically handicapped advisory committees, the farm safety advisory commission, the interagency long term care planning committee, the municipal state aid street system, medicare maximization program, nursing facility preadmission screening and contractual alternative payment system reform advisory committees, the youth neighborhood centers advisory board and the emergency response commission advisory committees (je, ja)
