Modifying certain provisions relating to the wastewater infrastructure funding program; requiring the commissioner of the pollution control agency (PCA) with the concurrence of the public facilities authority and the commissioner of state planning or the metropolitan council to place projects for new collection systems in designated growth areas on the project priority list with a certain number of points to encourage future development in nonenvironmentally sensitive areas of the state; expanding public facilities authority supplemental assistance requirements to projects approved by the federal department of agriculture and requiring authority determination of the reasonableness and cost effectiveness of the proposed projects for supplemental assistance prioritization purposes; modifying certain funding level requirements, providing for the calculation of essential project component costs for unsewered communities and specifying funding application requirements for projects in unsewered areas (mk)
