"Fair Drug Pricing Act"; requiring and providing for the commissioner of human services to establish and administer a prescription drug rebate program to provide affordable access to prescription drugs, authorizing the commissioner to contract with a pharmacy benefit manager to administer the program and specifying certain manufacturer rebate agreement requirements; defining certain terms; specifying applicant eligibility and application requirements and certain requirements of participating pharmacies; requiring commissioner periodic notice to drug manufacturers of the amount of rebate owed on drugs sold by participating pharmacies to enrolled individuals; requiring manufacturers to provide a rebate equal to the rebate provided under the medical assistance (MA) program for the drug; establishing the Minnesota prescription drug dedicated fund for commissioner deposit of rebates received; providing for commissioner distribution of amounts collected to participating pharmacies based on the prescription drugs sold to individuals enrolled in the program, authorizing deduction of an administrative fee to cover certain expenses of the commissioner; appropriating money from the fund to the commissioner for reimbursement to participating pharmacies for prescription drug discounts provided to enrolled individuals and for certain administration costs; providing for enforcement of the provisions (mk)
