E Relating to transportation; establishing the metropolitan transportation improvement board consisting of a certain number of metropolitan county commissioners, specifying organization requirements and powers; authorizing the board with the approval of a majority of the voters in the metropolitan transportation area to temporarily impose additional sales and use and a motor vehicle excise taxes (MVET) for transfer to the metropolitan council for metropolitan area bus system capital expenses and to the trunk highway fund for expenditure by the commissioner of transportation (DOT) to complete certain metropolitan highway system improvements; requiring the legislative auditor to annually audit the books and accounts of the board; requiring the secretary of state in cooperation with the county auditors to conduct a special election relating to imposition of the taxes; limiting highway expenditures and requiring a certain amount of the revenues collected from the additional taxes to be spent in Anoka, Carver, Dakota, Scott and Washington counties during the period of tax imposition; requiring the commissioner and the metropolitan council to report annually to the legislature on revenues and expenditures; appropriating money to the secretary of state for election costs (mk, ja)
