SF 1156 Senate Long Description

Modifying certain school district special education provisions; requiring school districts to establish and implement procedures for the accurate and timely transfer of educational records including individual education plans (IEP) and special education evaluation reports to others with an educational interest in the child; providing for temporary certification of oral or cued speech transliterators by the commissioner of children, families and learning; providing for special education representation on the state interagency committee; requiring the department of children, families and learning in conjunction with the department of human services to by a certain date develop a plan to identify possible revenue options from medical assistance (MA) funds to coordinate services needed to implement the individual interagency intervention plan; placing joint responsibility on school and county boards to coordinate, provide and pay for appropriate services for children with disabilities, requiring services conformity with the IIIP; modifying certain rulemaking requirements of the commissioner of children, families and learning and certain qualification requirements for hearing review officers; modifying the reimbursement requirement under agreements between school districts to provide special instruction and services; changing the state plan under the interagency early childhood intervention system; defining care and treatment facilities for placement of children without disabilities in approved education programs; expanding the definition of essential personnel for special education revenue purposes and modifying the special education base revenue formula; appropriating money to the commissioner for ongoing development, administration and interagency training costs associated with a statewide web based application for the IIIP (je)
