  1.3             voluntary landlord and tenant mediation programs; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 484. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [484.016] [LANDLORD AND TENANT PREFILING 
  1.8   MEDIATION PROGRAM.] 
  1.9      A judicial district may establish a voluntary landlord and 
  1.10  tenant prefiling mediation program for the purpose of addressing 
  1.11  disputes before a court action is filed.  Mediation records are 
  1.12  private data on individuals, as defined in section 13.02, 
  1.13  subdivision 12, and available only to the parties to the dispute 
  1.14  and the mediator.  Judicial districts must develop rules for 
  1.15  implementation of such a program and include a notice and 
  1.16  comment period.
