E Increasing the maximum reimbursement to nonprofit ambulance services for certain volunteer ambulance attendant training costs; authorizing and providing for the emergency medical services (EMS) regulatory board to award matching grants to volunteer ambulance services experiencing revenue shortages resulting from a certain federal act and emergency relief grants to services experiencing serious operating deficits affecting direct patient care; requiring the board to prescribe the application forms and establish grant award criteria; specifying certain authorized grant uses, the match requirement for the revenue shortage grants and a limit for the emergency relief grants; requiring annual crediting of a certain amount of money from the general fund to the ambulance service personnel longevity award and incentive trust account; requiring the rural policy and development center board to establish an advisory committee to conduct a study of challenges to rural ambulance services and report findings and recommendations to the legislature by a certain date, specifying certain committee membership representation requirements; requiring the board in consultation with the department of public safety to study and report to the legislature by a certain date on the availability of automatic defibrillators outside the metropolitan area, requiring inclusion of recommendations to make the devices accessible throughout the nonmetropolitan area (ra, ja)
