Relating to elections; modifying requirements for evidence of identity and residence for election day voter registration purposes; eliminating the discretion of the county auditor or municipal clerk in the acceptance of absentee ballot applications by an electronic facsimile device; clarifying absentee voting procedures for voters temporarily outside the country; authorizing the use of applications for absentee ballots for primary elections for special elections conducted during the same calendar year; authorizing the secretary of state to develop voting instructions in languages other than English to be posted and made available in polling places during elections; requiring a picture identification card or document to vote, requiring an affidavit in lieu of the picture ID under certain conditions; requiring the secretary of state to license a touch sensitive direct recording electronic voting system for experimental use at an election before approval for general use, authorizing restrictions; requiring a decennial report from the secretary of state to the legislature relating to voting equipment used in the state (ra)
